The primary objective of the Panchayati Raj system is to strengthen democracy at the grassroots level by involving local communities in the decision-making process and ensuring their participation in the governance of their villages and towns.

The Panchayati Raj system has three tiers: Gram Panchayat at the village level, Panchayat Samiti at the block level, and Zilla Parishad at the district level. There is no State Panchayat tier in the Panchayati Raj system.

The head of the Gram Panchayat is the Sarpanch, who is elected directly by the villagers.

The Panchayat Samiti is responsible for preparing and implementing development plans for the block, coordinating the activities of Gram Panchayats within the block, and providing financial assistance to Gram Panchayats.

The Zilla Parishad is responsible for preparing and implementing district development plans, coordinating the activities of Panchayat Samitis within the district, and providing financial assistance to Panchayat Samitis. It does not have the function of reviewing the performance of Gram Panchayats.

The chairperson of the Zilla Parishad is the Zilla Parishad Chairman, who is elected by the members of the Zilla Parishad.

The State Election Commission is responsible for conducting elections to Panchayati Raj institutions, delimiting the constituencies for Panchayati Raj elections, and resolving disputes related to Panchayati Raj elections.

The minimum age requirement for contesting elections to Panchayati Raj institutions is 21 years.

The reservation of seats for women in Panchayati Raj institutions is 33%.

The tenure of Panchayati Raj institutions is 5 years.

A member of a Panchayati Raj institution can be removed by a no-confidence motion passed by the majority of members.

The Gram Sabha is responsible for approving the annual budget of the Gram Panchayat, reviewing the performance of the Gram Panchayat, and resolving disputes within the village.

The District Magistrate is responsible for supervising the functioning of Panchayati Raj institutions, providing administrative support to Panchayati Raj institutions, and resolving disputes between Panchayati Raj institutions.

The State Government is responsible for providing financial assistance to Panchayati Raj institutions, providing technical assistance to Panchayati Raj institutions, and monitoring the performance of Panchayati Raj institutions.
