(4) Every appointment of district forum shall be made by the state government on the recommendation of a selection committee in which President of the state commission shall be a chairman, Secretary (law department of the state) shall be a member and Secretary (in charge of department dealing with consumer affair) shall be another member.

(3) The number of members of state consumer protection council should not exceed ten.

(2) The chairman of the district consumer protection council is the collector of the district.

(4) Complainant under consumer protection act means consumer, any voluntary consumer association registered under the Companies Act, 1956 and central government or any state government.

(4) Complaint under section 2(c) of Consumer Protection Act means allegation in writing made by a complainant that an unfair trade practice or restrictive trade practice has been adapted by any traders or service provider, the goods bought by him or agreed to be bought by him suffer from one or more defect and a traders or the service provider as the case may be has charged for the goods or for the services mentioned in the complaint a price in excess of the price.

(3) Under the Consumer Protection Act, appropriate laboratory means a laboratory or organisation recognised by the central government or by the state government subject to such guide­lines as may be prescribed by the central government on this behalf.

(4) It extends to the whole of India, except the state of Jammu and Kashmir.

(3) The Consumer Protection Act, 1986 was enacted on December 24, 1986.

(4) Under Section 27A of the Consumer Protection Act, 1986, every appeal shall be preferred within a period of thirty days from the date of an order of a District Forum or a State Commission or the National Commission.

(4) The central consumer protection council shall consist of minister in charge of consumer affairs in the central government, who shall be its chairman and member of other official or non-official members representing such interest as may be prescribed.

(4) Consumer as under Consumer Protection Act does not include a person who avails of services for any commercial purposes.

(1) Section 5 of the Consumer Protection Act states that the central council shall meet as and when necessary, but at least one meeting of the council shall be held every year.

(1) A complaint shall ordinarily be decided within twenty-one days from the date on which the complaint was received.

(4) District forum, state commission and national commission are consumer disputes redressal agencies.

(3) President of district forum is a person who is qualified to be a district judge.
