NPEGEL was launched in 2003 by the Ministry of Human Resource Development (MHRD) to address the challenges faced by girls in accessing and completing elementary education.

NPEGEL aims to achieve multiple objectives, including increasing the enrollment of girls in elementary schools, improving the quality of education for girls, and providing financial assistance to girls from disadvantaged backgrounds.

NPEGEL includes various components such as construction of separate toilets for girls in schools, provision of free textbooks and uniforms to girls, training of teachers on gender-sensitive pedagogy, and more.

Under NPEGEL, the financial assistance provided to girls from disadvantaged backgrounds is called the Kasturba Gandhi Balika Vidyalaya (KGBV) Scholarship.

NPEGEL targets all girls at the elementary level, with a focus on girls from rural areas, urban slums, and disadvantaged backgrounds.

The Ministry of Human Resource Development (MHRD) is responsible for the implementation of NPEGEL.

NPEGEL was initially launched for a period of 10 years, from 2003 to 2013. It has since been extended for additional periods.

Establishment of vocational training centers is not a component of NPEGEL.

The Cycle Chalak Yojana (CCY) provides free bicycles to girls under NPEGEL.

NPEGEL involves various partners in its implementation, including non-governmental organizations (NGOs), community-based organizations (CBOs), self-help groups (SHGs), and more.

The Sarva Shiksha Abhiyan (SSA) provides free uniforms to girls under NPEGEL.
